Three Teams Short-Listed for Surrey Memorial Hospital Expansion

SURREY- Three qualified teams have been short-listed to participate in the next stage of the competition to design, build, finance, and maintain the new emergency department and critical care tower at Surrey Memorial Hospital (SMH).

The critical care tower, along with renovations to SMH, are expected to increase the number of acute care beds by over 30 per cent to around 650 beds when complete and will include a new emergency department estimated to be almost five times the size of the old ER.

Six teams responded to the request for qualifications (RFQ), which closed on Sept. 16, 2009. Following evaluation of the responses received, three teams were short-listed. They are:

  • BC Healthcare Solutions
  • ISL Health
  • Integrated Team Solutions

The short-listed teams will now be invited to respond to the Request for Proposal (RFP) stage. At the conclusion of the RFP stage, a preferred proponent will be selected and negotiations to reach a final agreement will begin. Negotiations are expected to conclude in 2010. 

"The expansion at Surrey Memorial Hospital represents the largest capital investment in the history of health care in British Columbia," said Health Services Minister Kevin Falcon. "The construction of a new, state-of-the-art emergency department and new critical care tower is part of our overarching strategy to ease congestion and improve patients' access to health care now and in the future."  

Each team has significant international experience in financing and building major health care facilities, and all include strong B.C. based, national and international companies. 

"Another key project milestone has been reached today with the announcement of three short-listed teams for the redevelopment and expansion of Surrey Memorial Hospital," said Dave S. Hayer, MLA for Surrey-Tynehead. 

The fairness advisor, Joan Young of Lang Michener, has reviewed the RFQ process and found that the evaluation met the criteria of fairness, openness, transparency and integrity. The fairness advisor's report will be available on Partnerships BC's website at: www.partnershipsbc.ca  

"With our growing population and increased demands on the health care system, the critical care tower and new emergency department will ensure demand is met," said Surrey-Panorama MLA Stephanie Cadieux. "Today is an important step as we continue to build patient care in Surrey." 

"The evaluation committee did an excellent job in selecting three impressive and international teams." said Dr. Nigel Murray, president and CEO of Fraser Health. "Our challenge now will be to select the team that demonstrates the very best in efficient and effective design, strong fiscal management, and a proven ability to maintain complex health care facilities." 

The SMH emergency department and critical care tower project is one of the ways the province is building better health care in Surrey, including the Surrey Outpatient Hospital. Over the next three years, the Province’s health-care system will benefit from $2.9 billion in capital services investment.
